SYMPHONY HYDRO DEAD IN THE WATER?

The first two government agencies to weigh in have both submitted letters to the Federal Energy Regulatory Commission (FERC) last week opposing the Symphony Hydro proposal to build a hydroelectric facility in the soon to be closed Upper St. Anthony Falls lock:
