Over 800 Twin Cities Metro Area Youth Expected to Attend the Annual Minneapolis Teen Job Fair on Saturday, April 25
On Saturday, April 25, between 800 and 900 teens are expected to attend the Annual Minneapolis Teen Job Fair taking place at the Minneapolis Central Library from noon to 3:00 p.m.
The Minneapolis Teen Job Fair is an opportunity for teens aged 14 to 19 to connect to job-search resources and find out more about available volunteer, internship, and employment opportunities. Approximately 30 businesses and organizations are expected to take place including TJ Maxx, JC Penney and Taco Bell.
Additionally, the Minneapolis Youth Congress will host two workshops “How to Get a Job?” and “Who We Hire” presented by a panel of employers including: North Community YMCA, Juxtaposition, TJ Maxx, and the Minneapolis Park and Recreation Board.
Youth will also have the opportunity to learn easy and fun ways to dress professionally during the event from Aveda Institute Minneapolis. The flagship institute is planning two “Work Couture” fashion shows for the fair to demonstrate to youth how to use dress to leave a lasting positive impression when networking, inquiring about a job opening, and/or interviewing.
The Teen Job Fair is free and open to the public. Preregistration is not required. A complete list of exhibitors is available on the City of Minneapolis website. The event can also be followed on social media by using the hashtag #Jobs4yoUth.

Our Mill District neighbor, Claudia Kittock, would like to spread awareness of two volunteer opportunities in the area: Webster Elementary and Mile in My Shoes.
Webster Elementary opens this fall to serve downtown Minneapolis. Initially the classes will be K-2, and a grade will be added each year thereafter.
They will need volunteers to assist teachers throughout the day, help with the literacy hour by reading with children (every day, but times are yet to be determined), in the lunch room and possibly at recess. Once staff is hired and final numbers are received from the district office, details will be provided. Whatever time you have is welcome!
To volunteer for Webster, email Kaylie Burns Gahagan at Kaylie.BurnsGahagan@mpls.k12.mn.us. An application can be filled out online. All volunteers are required to attend an orientation session -to begin August 4.
The other organization is Mile in My Shoes (MiMS). Their goal is to foster wellness, empathy and empowerment within individuals and communities by bringing together diverse populations through the power of running. Members are made up of guests of the Emanuel House and the local running community.
This group meets 6:00am – 7:00am Tuesday and Thursday mornings at Emanuel House, 818 South 3rd Street - rain or shine. They warm-up, run, and cool down together, with routes ranging from 1-3 miles. Crews will be filling in a tunnel that connected two Star Tribune buildings
Fourth Street South, from Portland Avenue to Park Avenue on the east side of Downtown, is closing to traffic today, Wednesday, April 15. Over the next couple months, crews will be filling in a tunnel that used to connect two former Star Tribune office buildings. They will also be rerouting utility lines located in that tunnel.
The affected block of Fourth Street is one way eastbound. Traffic will be detoured onto southbound Portland Avenue, to eastbound Sixth Street, to northbound Park Avenue and back onto Fourth Street. The bike lane along Fourth Street is closed until the construction is complete, which is tentatively set for July 8.
This is one of many construction projects that will affect traffic in Downtown this year. To help drivers know about all of the current and upcoming work, the City has mapped these projects. Links to the maps are available at www.minneapolismn.gov/publicworks/traffic.

Hennepin County board adopts updated bicycle plan
Hennepin County and Three Rivers Park District worked together to update a county-wide bicycle plan that reflects current and growing use of cycling in the region. The plan, called the Hennepin County 2040 Bicycle Transportation Plan, will guide the county’s work to expand the bikeway system, improve safety for people who bicycle, walk or drive, increase bicycling for transportation, and improve the health of county residents.
This plan, replaces the 1997 plan. Since 1997, the county has made great progress in enhancing its bicycle transportation network. It has built and funded more than 136 miles of new bikeways and closed 59 gaps in the bicycle network. Bicycle commuting has doubled in Hennepin County since 2000 from 0.8 percent to 1.6 percent of trips to work.
The plan includes 45 strategies and more than 170 action items that address infrastructure, education, encouragement, enforcement and evaluation. The plan also recommends the continuation of current county practices that contribute to the goals of the Hennepin County Pedestrian Plan and the Transportation System Plan.
Bicycle usage and interest continue to grow in Hennepin County. Transportation costs have increased and there is greater public concern about the environmental impacts of transportation. There is also a greater emphasis on active living and the public health benefits of bicycling.
Goals of the county bike plan:
•Quadruple the number of bicycle commuters from 2012’s 12,000 people to 48,000 people by 2040
•Complete an average of 20 miles of the bikeway system each year.
•Close an average of five bikeway gaps each year
•Achieve an access level where 90 percent of homes in Hennepin County are within one-half mile of a bikeway or within a mile of the enhanced bikeway network by 2040
•Move toward zero bicycle deaths
•Halve bicycle crashes per capita from 2010 levels by 2040
Development and implementation
Hennepin County will lead implementation of the plan, but also partner with other agencies and cities. This plan is a guide for supporting the vision of increasing bicycling within Hennepin County. Implementation of the plan requires additional action by the county board through the annual capital appropriations and cooperative funding agreements.
Development of the plan began in spring 2013, with community engagement activities throughout the plan drafting process. The plan was available for public comment in fall 2014 and winter 2015. It has been revised based on comments received.

Work to redesign and improve Nicollet Mall begins soon. This season, crews will begin upgrading and relocating power, gas, telecommunications, sanitary sewer and water lines beneath the street in advance of the complete reconstruction. Over the next two years, the entire pedestrian and transit mall will be reconstructed, from building face to building face. More information on the new design, including renderings of how the new mall will look, is available at www.nicolletmallproject.com.
Because of this construction, there will be noticeable impacts on mall traffic and activities:
Plans call for a $50 million redesign of Nicollet Mall from Washington Avenue to Grant Street. The design includes features that prioritize the space for pedestrians, including hardier trees, enhanced sidewalk spaces, improved lighting and new places for people to enjoy the mall. The grand opening for the new Nicollet Mall will take place in 2017.
Since the 1880s, Nicollet Mall has been a retail and business hub for Minneapolis. Over the years, the mall has been through two major renovations: one in 1968 and one in the 1980s. Today the space is used by 130,000 Minnesotans daily and is home to events such as the Nicollet Mall Farmers Market. The City and the Minneapolis Downtown Council are in the process of redesigning the mall to make it an even better destination and a more powerful economic engine for the region and the state.

Meeting notes from the recent meeting of the Downtown Public Realm Steering Committee.
What: On Thursday, April 16, 2015, Everwood Development will celebrate the grand opening of The Grain Belt Apartments and historic Grain Belt Office Building. The celebration will begin at 3:00 p.m. with a brief program including comments from Everwood co-founder and principal David Dye, Ward 3 Council Member Jacob Frey, and City staff.
The Grain Belt development is significant to the City of Minneapolis as the site was the last City-owned historic Grain Belt building to be developed. In 1977, the City saved the one hundred twenty-four year old brewing complex from demolition by designating it as a Landmark and subsequently purchasing the property in 1989, one year before it was listed in the National Register of Historic Places. Since then, the City has worked with local developers and the State Office of Historic Preservation to secure capital, and to rehabilitate and reinvigorate the brewery complex, which now includes architectural offices, Park Board facilities, a public library branch, a union office, and artist studios. The Grain Belt Office Building located at 1215 Marshall Street NE was the last portion of the complex to receive this treatment. Through the Everwood development of The Grain Belt Apartments and Office Building, this historic renovation is now complete.
The Everwood development also preserves the archaeological remnants of the City’s first (and the state’s second) brewery: the Orth Brewery, whose remains have been capped and protected by a public plaza at the corner of Marshall Street and 13th Avenue NE.
Following the grand opening program, attendees will have the opportunity to tour the newly remodeled historic Office Building and The Grain Belt luxury apartments. The apartments are housed in two, four-story apartment buildings totaling 220,514 sq. ft. Of the 150 apartment units, 120 have already been leased. A reception with light refreshments and music will go until 4:30 p.m. For more information on The Grain Belt visit their website.

RIVER MILES, featuring new paintings by Kansas artist Lisa Grossman, opens Saturday, April 18. It is Grossman's first show with Circa Gallery, and the artist will be in attendance. Grossman began exploring the Kansas River (known as the Kaw to Kansas locals) after moving to Lawrence, Kansas, from Kansas City in 1996. After catching an unforgettable glimpse of the Kaw on a flight, she began investigating the 171-mile length of the river valley with a local pilot, capturing the beauty of the meandering Kaw with photographs and videos. Already a painter of the prairie, primarily in plein air, she continued her meditative investigations, but with an emphasis on the ceaseless flux and flow of the river and its revelatory contrasts of the darkened mass of land and reflected ribbons of light. In celebration of its 30th Anniversary year, MCBA hosts a series of free “This Is Book Art” presentations and reduced price workshops throughout 2015, offering opportunities for interaction, discussion and skill-building with leaders in the field. At each month’s Book Arts Roundtable artists’ talks, you can learn more about the field of book arts and about each teaching artist’s work. Roundtables are free and held in MCBA’s studios. In this workshop class students will work with a small object of their choosing. Through free association and word generating techniques, students will write a series of words to describe their object. These words will then be printed letterpress on a sheet of paper that will be used to make an enclosure to house the object. Students will focus on content creation and gain basic skills in letterpress printing and simple structure models to enhance content development. All skill levels welcome. In this class, students will learn the fun of communication through letter writing. We'll spend the first portion of the class downstairs at MCBA where students will make a set of postcards complete with their own illustrations and use a Vandercook printing press to create multiples! In the second half of the class, we’ll head upstairs to the Loft, where we will read stories like I Wanna Iguana by Karen Kaufman Orloff, and With Love, Little Red Hen by Alma Flor Ada, to explore the purposes and customs of letters. We will then put pencil to paper and write letters on our brand new handmade stationery! Come experience first-hand how enjoyable it can be to send and receive snail mail. Riverfront Earth Day Cleanups

The Minneapolis Park and Recreation Board along with the City of Minneapolis announce the 21st annual Minneapolis Earth Day Clean-Up event on Saturday, April 25. The Earth Day Clean-Up has become the largest community service project in Minneapolis and takes place at nearly 40 clean-up sites throughout the city. Since 2008, more than 17,000 residents have removed more than 140,000 pounds of garbage. There is no charge to participate, and residents are encouraged to participate by volunteering to help pick up trash in parks, neighborhoods and watersheds. Telling River Stories Web Site
The “Telling River Stories” Web site can be found at http://www.riverstories.umn.edu. Telling River Stories is a collaborative project that populates the urban Mississippi River corridor with stories of how the city and the river have been jointly developed. The site highlights stories about the people and places that make up today’s urban river landscape. In addition to the Web site, future programs and on-site installations will be part of the overall project. The Telling River Stories program is part of the River Life: Mississippi and U project, a partnership of the University of Minnesota’s Institute on the Environment, Institute for Advanced Study, Water Resource Center, College of Design and Urban Studies Program. The River Life project connects University research, teaching and civic engagement programs with off-campus partners who are working to reinvigorate the urban Mississippi River. Minneapolis Youth Employment Program STEP-UP to Provide Job Interview Experience to Over 1,600 Youth
Over 400 Twin Cities Business Professionals to Provide One-on-One Mock Interviews with Youth at Minneapolis Convention Center April 13-16
Thursday, April 9, 2015 (Minneapolis) – April 13-16, over 1,600 Minneapolis youth and 400 Twin Cities business professionals will descend on the Minneapolis Convention Center for four nights for the annual [we don’t know how many years these have been happening] STEP-UP youth employment program ‘Mock Interviews.’ Directed by AchieveMpls, these practice job interviews match professional business volunteers one-on-one with over 1,600 Minneapolis youth who are preparing for summer internships at top Twin Cities companies through the City’s STEP-UP youth employment program.
Interviews are scheduled from 4:45 - 6:15 pm each night at the Minneapolis Convention Center, Meeting Room 200, 1301 Second Avenue South. Interviewers include Richard Davis, STEP-UP co-chair and U.S. Bancorp Chair, President and CEO; Hilary Marden-Resnik, UCare Senior Vice President and Chief Administrative Officer; and Rich Renikoff, Wells Fargo Regional Director and Senior Vice President.
“Preparing our young people for the workforce is something we are all responsible for,” said Minneapolis Mayor Betsy Hodges. “The STEP-UP program is one way we are making sure these young people are in the picture of our workforce, which is crucial to the success of all of us. I want to thank all of the people who are making a personal commitment to help our kids succeed and ensuring that no genius is left on the table.”

Founded in 2004, the City of Minneapolis STEP-UP youth employment program has created over 20,000 valuable workplace experiences for Minneapolis youth ages 14-21. Managed in partnership with AchieveMpls and with support from the Minnesota WorkForce Centers, the Minneapolis Park & Recreation Board, and Project for Pride and Living (PPL), STEP-UP recruits, trains and places Minneapolis youth in jobs with a wide range of top Twin Cities businesses, nonprofits and public agencies, building a stronger future workforce for our knowledge-based regional economy. STEP-UP serves populations that face the greatest barriers to employment, particularly youth from low-income families, youth of color, youth from recent immigrant families, and youth with disabilities.
Prior to the ‘Mock Interviews,’ each STEP-UP program applicant completes 7-12 hours of work readiness training depending on their age and grade level. The trainings, directed by AchieveMpls and certified by the Minneapolis Regional Chamber of Commerce, are focused on developing 21st Century skills such as communication, problem solving, professional conduct, workplace ethics, interview skills, and resume writing.
In a bustling Minneapolis Convention Center hall, with their work readiness trainings completed, interns put their new skills to the test in what for many is their first professional job interview. Following the interview, business volunteers coach each STEP-UP intern, modeling professionalism and providing candid feedback to help interns strengthen their skills and confidence.
“This will be my third mock interview,” said Lulu B., a returning STEP-UP Achieve intern and aspiring doctor. “I really like connecting with the interviewers. They help me think about my strengths and challenges. They also help me prepare for the kind of professional work environment I should expect. It really feels like a real job interview with a professional company.”
The 400-plus business volunteers will include employees from Accenture, Alina Health, Ameriprise, Best Buy, Fraser, General Mills, Target, Thrivent, US Bank, Wells Fargo and several other businesses and organizations. Reconditioning of the Franklin Ave Bridge (County Road 5) over West River Parkway and the Mississippi River in Minneapolis.
The Franklin Avenue Bridge spans West River Parkway and the Mississippi River. This historic structure will be rehabilitated over the next two construction seasons.
The new bridge deck will incorporate safe, modern, multi-modal features such as separated on-road bicycle facilities, protected pedestrian walkways, overlook nooks, and architectural lighting.
The "below deck" concrete rehabilitation is anticipated to begin in April 2015. The bridge will be open during the 2015 construction season.
For travelers using West River Parkway and the easterly river edge trail under the Franklin Avenue Bridge, there may be some travel impacts as they complete the overhead concrete rehabilitation.
In 2015 the contractor will manufacture "precast" bridge deck panels that will be placed during the 2016 bridge closure. These panels will be made at a site, adjacent to the river, just south of the Washington Avenue Bridge. This will allow use of river transportation to float these panels down the river, and these segments will then be hoisted by water borne cranes into their final positions.
Deck removal and replacement will occur during the 2016 construction season with the goal of reopening the bridge in September 2016.
Hennepin County has established detour signing plans using alternative routes for pedestrians, bicyclists, and motorists during the bridge deck replacement phase. The alternative routes will be well communicated in Spring 2016.

Work will begin on the Franklin Avenue bridge starting Monday, April 13, 2015 with bike lane and sidewalk closures. Pedestrians and bicyclists will still be able to cross the bridge.
Permit surveyors will be taking measurements with a snooper truck underneath the bridge deck. The snooper needs access to the outside edges of the bridge to do the work.
Bike lanes and sidewalk will be closed from 9 a.m. to 4 p.m. The eastbound bike lanes and sidewalks will be closed the first half of the week, and the westbound the latter half of the week.
Pedestrians can cross the bridge on the sidewalk that is open. A signed detour will be provided.
Bicyclists should use road lanes during this closure.
Drivers should pay extra attention for redirected bicyclist and pedestrians in the area during this closure. Share the road signs will be posted on the bridge.
Vehicle traffic will be maintained in both directions during this work.

David Frank Named New Director of City of Minneapolis Economic Policy and Development
Monday, April 6, 2015 (Minneapolis, MN) – Today, City of Minneapolis Community Planning and Economic Development (CPED) Director D. Craig Taylor announced his appointment of David Frank as the new Director of Economic Policy and Development.
“David has been an outstanding and stellar member of our team here at the City for a number of years,” said Mayor Betsy Hodges. “He brings a wealth of knowledge, expertise, and a shared vision for ensuring all people are contributing to, and benefiting from, our economic development and prosperity. I look forward to his leadership in this new role at the City.”
“I am constantly amazed at the level of talent and commitment we have in our economic development team,” said Council Member Lisa Goodman. “David is proven leader with the right mix of private and public sector development experience to lead this important division at the City.”
As CPED’s Manager of Transit Oriented Development, Frank has managed and coordinated the City’s transit oriented development activities since 2011. He has played instrumental roles in the City’s efforts to reopen Nicollet at Lake Street, redesign Nicollet Mall, and redevelop the Midtown Farmers Market site while maintaining a focus on advancing the equity and development goals for the City. Prior to working for the City, Frank served as the Director of Development at Schafer Richardson, Inc.
“David has proven he has a strong understanding of what Minneapolis needs to support investment that grows businesses, jobs and the City’s tax base. He is excited and committed to working with our great Economic Development team to leverage current and find new resources to achieve these goals,” said D. Craig Taylor Director of Community Planning and Economic Development for the City of Minneapolis. “I am confident that with his 20 plus years of real estate and development experience and excellent track record working across the enterprise and with stakeholders on complex projects, he will do an excellent job.”
As Director of Economic Policy and Development, Frank will manage CPED’s division of Economic Policy and Development which includes the department’s divisions of Business Development, Business Licensing, and Minneapolis Employment and Training. Some of the key programs run by these divisions include Great Streets, which cultivates and sustains Minneapolis’ commercial districts through systematic programming, the Business Technical Assistance Program (B-TAP), which provides business consulting services to support new business development, retention and growth to small and medium sized businesses, and STEP-UP, Minneapolis’ jobs program for youth ages 14-21.
“I am so pleased to have David Frank step into this role to lead our Economic Development team,” said Council Member Lisa Bender. “David’s experience and vision will help harness the creative energy of our whole community to build on our assets and create a better future for Minneapolis.”
The division of Economic Policy and Development includes a staff of approximately 65.
“I am glad to have this chance to work with our great team on the City’s efforts to grow employment and business development opportunities for everyone in Minneapolis,” said David Frank.
Frank currently serves on the 2020 Partners Steering Committee, as the President of the North Loop Neighborhood Association and as a Board Member of the Minnesota Fringe Festival. Frank also guest lectures at the University of Minnesota and other local organizations on urban design, historic preservation, planning and development issues.
