MPRB Breaks Ground for Elliot Park’s New Athletic Field

The Minneapolis Park and Recreation Board (MPRB), Park Board Commissioner Anita Tabb and community partners broke ground on the Elliot Park Athletic Field on Wednesday, September 17.

Improvements will feature construction of a NCAA-regulation, multi-purpose synthetic turf soccer field at this 6.44-acre park located between the Hennepin County Medical Center and North Central University (NCU).

“I want to thank our generous partners for helping us to realize the dream of a new athletic field at Elliot Park,” said MPRB Commissioner Anita Tabb. “Since day one this process has really epitomized the kind of partnerships we can make happen to improve our parks and our city.”

The groundbreaking event also included remarks by MPRB Superintendent Jayne Miller, Hennepin County Commissioner Peter McLaughlin, NCU President Dr. Gordon Anderson.

“We are here joining with the Park Board and our friends at North Central University to create a new facility for the 21st century that meets the desires and needs of people in our community,” said Hennepin County Commissioner Peter McLaughlin. “We don’t create a great community without investing. This project is just one stream of investment – and we need to continue this process and history of thinking about future generations and investing in their prosperity here in Minneapolis and Hennepin County.”

Once completed, the full-sized NCAA multi-purpose synthetic turf soccer field which will be home to the NCU Rams Soccer Team as well as many youth and adult sports leagues run by the MPRB. The project will be finished by spring of 2015.

“One of the things that is really exciting today is this project is an example of what we try to do at the Park Board which is really work in partnership with our neighbors who live next to the parks and as well as other organizations who we work with to make projects happen,” said MRPB Superintendent Jayne Miller. “These new forthcoming athletic facilities and the hard work that has been poured into this so far is a perfect example of one those collaborative projects.”

The new field will replace a portion of the current grass field, which is in disrepair. The field is host to youth football, soccer, and baseball. A new synthetic turf field will bring safer play for visitors for a much longer playing season.

“I want to say thank you to everyone who has had a part in all the work that has gone into this project so far. The city, county, Park Board, all of the partners and donors are a great team with a lot of different people,” said NCU President Dr. Anderson. “We can confidently say today we are getting a win for the neighborhood, city and the park. And the new field will be the right size if we ever host the World Cup – we could do it here!”

The MPRB has been working together with NCU, a park neighbor, to raise funds to increase the size of the field to a full size adult synthetic turf soccer field. The field will host multiple sports for all age groups.

“I can remember coming to Elliot Park for community meetings when I was first elected as a Park Board Commissioner. You would see hundreds of people on this soccer field despite it essentially being a dust bowl, people were enjoying outdoor spaces,” said MPRB Commissioner Tabb. “We asked ourselves, ‘How do we make this a better place – a more attractive place for people to be?’ I am pleased that through all of our hard work we are here today to celebrate the groundbreaking of what will truly become a gem in this community.”

The play areas in the park were updated in 1998, including a new basketball court, new pathways and landscaping. The current skateboard park was added to the park in 2004 and will be relocated within the park as part of this project.

Changes in Service Hours for Lower St. Anthony Falls Lock and Dam and Lock and Dam 1, Public Invited to Comment

The U.S. Army Corps of Engineers, St. Paul District, proposes to reduce the hours of service at Lower St. Anthony Falls Lock and Dam in downtown Minneapolis and Lock and Dam 1, adjacent to Minnehaha Park, starting the 2015 navigation season.

The Water Resources Reform and Development Act of 2014, or WRRDA, directed the Secretary of the Army to close the Upper St. Anthony Falls Lock and Dam within one year after the bill was signed into law. With closing the Upper St. Anthony Falls lock, it is anticipated the remaining two Minneapolis locks will have less than 500 commercial lockages per year.

To comply with the Corps Inland Marine Transportation System guidance, this decrease in lockages would require reduced hours of service at the remaining two locks to one 10 hour shift per day. The locks would still operate seven days a week. Currently, the locks are open 19 hours per day.

U.S. Army Corps of Engineers headquarters is evaluating the new law requiring the closing of the Upper St. Anthony Falls Lock and Dam and will provide guidance on how to proceed.

Mississippi River Forum: Live from the Storm Drain: Monitoring Stormwater Pollution in Minneapolis

You are invited to join the National Park Service for the Mississippi River Forum--your opportunity to learn about issues impacting the Mississippi River and to make sure other decision makers understand your perspective.

Drinking water and sanitary wastewater are critical components of our water lives, and Mississippi River Forum participants have had the recent opportunity to tour drinking water treatment plants and wastewater treatment facilities. Stormwater—the water that runs over land during storms or after a winter thaw—is a third critical factor. However, stormwater is not treated before it enters waterbodies such as the Mississippi River, and we don’t often know what kind of pollution, specifically, is in this runoff.

The Mississippi Watershed Management Organization (MWMO) has a unique monitoring program to help determine what’s in the stormwater entering the Mississippi River. Come learn how the MWMO is monitoring stormwater pollution and visit one of its outfall monitoring sites on the river. Don’t miss this opportunity to see a cutting-edge pollution monitoring program first-hand! Light refreshments provided. Free. RSVP to lark_weller@nps.gov.

PLEASE NOTE: Participants will meet at MWMO’s offices for an initial presentation. In order to reduce pavement runoff, there are only 15 parking spots in the MWMO parking lot, so please be prepared to utilize street parking. After the presentation at MWMO, those interested in touring a stormwater outfall will carpool to the site. Access to the site requires walking on uneven surfaces and hillsides, and the tour will take place rain or shine. If you have mobility concerns, please contact Lark Weller at 651-293-8442 or lark_weller@nps.gov. Those choosing to join the tour will be asked to carpool with others to the site from MWMO’s offices. VALSPAR MOVING HEADQUARTERS BACK TO MILL DISTRICT
Valspar Corp. will move its headquarters back to the 111-year-old building on the east side of downtown Minneapolis that it left in 2009.  In January, about 270 corporate employees will return to the former headquarters building at 3rd Street and 11th Avenue S., which underwent a $30 million renovation and reopened in June as an R&D center for the paint and coatings company. The R&D center houses 110 scientists.

"Trapped by History: the Past and Future of the Upper Mississippi River"

River Life and the Institute for Advanced Study at the University of Minnesota are very pleased to announce the program "Trapped by History: the Past and Future of the Upper Mississippi River" by National Park Service Superintendent John Anfinson.

The Mississippi River today has become an artifact of human construction because of human changes to biological and physical systems over the past 150 years. Navigation improvements, floodplain levees, a refuge and even early biological manipulations have transformed the upper Mississippi River’s physical and ecological character. A key question we face today is: Are we trapped by that history, or can we make changes that will ensure that the river’s ecosystems are healthy and abundant?

In his presentation, Dr. John O. Anfinson will try answer these questions and hint at where the upper Mississippi River may be headed. Anfinson’s talk is part of a series of public events associated with the John E. Sawyer Seminar “Making the Mississippi: Formulating new water narratives for the 21st century and beyond.” The Sawyer Seminar is funded by the Andrew Mellon Foundation. Webster/Downtown School Welcomes New Principal

Ms. Ginger Kranz has been appointed principal of the new school at Webster, which will open for the 2015-16 school year. Ms. Kranz brings over 20 years of experience as an innovative, results-oriented teacher and leader. She recently served as an instructional leader for Minneapolis Public Schools, supporting principals and teachers and serving as a steering committee member for the new Ramsey Middle School.

Ms. Kranz is currently pursuing her doctorate in organizational leadership, policy and development at the University of Minnesota. She also has certification in the AMS Montessori Middle School Program and the Chicago Urban Education Program, which focuses on bringing cultural and global awareness into the classroom setting.

During the same time period, a parallel planning process was conducted for the Dinkytown business district, coordinated with business district stakeholders. The intent was to provide a unified planning framework for the neighborhood, with some in-depth recommendations specifically for the business district. The Dinkytown Business District Plan will be an appendix to the new Marcy-Holmes Neighborhood Master Plan. The recommendations from the Dinkytown plan are also incorporated directly into the Marcy-Holmes plan document.

[Download] Nicollet Island – East Bank Small Area Plan

The Nicollet Island – East Bank Small Area Plan (SAP) project objective is to define the community’s vision for future development in the Nicollet Island – East Bank (NI-EB) area over a 20 year time horizon.

This project was initiated in spring, 2013 by the Nicollet Island – East Bank Neighborhood Association (NIEBNA) Board of Directors with the support of the Northeast Business Association (NEBA) and in coordination with the Community Development and Economic Development (CPED) Department of the City of Minneapolis. The planning process is now complete, and the plan is ready for review.

Mississippi River Critical Area Rulemaking Comment Deadline Extended to September 30

On June 2, the DNR issued a request for comments (RFC) on the Mississippi River Corridor Critical Area (MRCCA) working draft rules. The RFC stated that the DNR would accept comments through August 15, 2014. The RFC marks the start of an informal comment period, prior to the formal rulemaking process. Due to requests for additional time to comment, the DNR will continue to accept comments through September 30, 2014. Interested parties are encouraged to submit comments by August 15 or as soon as possible. DNR staff will begin revising the draft rules in mid-August. Comments received earlier will be more helpful in developing revisions and in identifying affected parties for additional advice or consultation. The comment period is intended to gather feedback on the draft rules before they are revised and proposed for formal rule adoption, anticipated this fall/winter. Wednesday Night - MPRB to hold Public Hearing on MP Schmidt Operations Center

The Minneapolis Park and Recreation Board (MPRB) will hold a public hearing regarding the proposed renovation of the Michael P. Schmidt Operations Center, located at 1720 Marshall St. NE. The hearing will take place at 6:30 PM on Wednesday, August 20, in the Board Room at MPRB Headquarters at 2117 West River Road North. Those interested in providing comment at the hearing must sign up to speak by 6:25 pm the day of the hearing.  If you require language translation or other accommodations, please contact 612-230-6472 at least 2 business days in advance of the public hearing.

 

The operations center, acquired in 2012, includes an existing industrial building which is planned for park operations use. In addition, public pedestrian river access with a path and overlook are planned. The entire site is planned for future inclusion in the larger Above the Falls Regional Park Master Plan. If the improvement plan is approved during the Aug. 20th, 2014 hearing, it will go before the Minneapolis Park and Recreation Board for final approval on Sept. 3rd.

Superior Plating Site Public Meeting August 26

The Nicollet Island-East Bank Neighborhood Association (NIEBNA) is pleased to announce a Superior Plating Site Public Information Meeting. It will be spearheaded by City Council Member Jacob Frey and NIEBNA.
 
Participating and facilitating will be CM Jacob Frey, NIEBNA President Victor Grambsch, along with Gerald Stahnke from Minnesota Pollution Control Agency, Senator Kari Dzeidzic,  Representative Phyllis Kahn, and an official from the Minnesota Department of Health. Representatives of the surrounding Neighborhood Associations will also be present.
 
The meeting will be in the Lourdes Church Great Room on Tuesday August 26, at 5:30 P.M.

[Video] Hill's Folly: James J Hill and the Stone Arch Bridge

One of the most recognizable architectural landmarks of Minneapolis is the Stone Arch Bridge. Built by Railroad Baron James J. Hill back in 1883, the Stone Arch Bridge is the only bridge of its kind spanning the Mississippi River. Built of 100,000 tons of granite and limestone, this 2,100 foot long structure, composed of twenty-three gracefully curving arches, helped usher the railroad age into the city of Minneapolis.

In its heyday, forty-eight passenger trains crossed the Stone Arch Bridge each and every day bringing thousands of travelers into and out of the central business district of Minneapolis. But as air travel replaced passenger train travel, the bridge went into decline. By 1980 it had become little more than a fenced off, derelict structure surrounded by crumbling, abandoned flour mills. In 1994 a partnership of public agencies rehabilitated the bridge for pedestrian use.

Today the Stone Arch Bridge is the jewel of the brilliantly redeveloped Minneapolis Riverfront. Thanks primarily to the Minneapolis Park Board, our grandchildren, as well as our grandchildrens' grandchildren, will one day be able to stroll across the Mississippi River on James J. Hill's monument to the railroad age.

> The Minneapolis Office of Emergency Management (OEM) will be hosting a full-scale public safety exercise on Boom Island, Tuesday, August 12. The exercise will provide law enforcement and emergency responders from a number of jurisdictions the opportunity to train together.
>
> As exercise coordinator I want to continue to advise the Minneapolis Park and Recreation Board that there will be a large increase in activity on and around Boom Island that day. OEM has been working in conjunction with the Minneapolis Park and Recreation Board's Events and Permits Department and has obtained a use permit for this exercise.
>
> The exercise will include participants from the Minneapolis Fire Department, Minneapolis Park Police, St. Paul Fire, Emergency Medical Services Community, Federal Bureau of Investigation, Hennepin County Sheriff's Office, United States Coast Guard, and the Minnesota National Guard's 55th Civil Support Team as well as other agencies.
>
> All agencies will be responding to a simulated release of a radiological dispersal device or "dirty bomb".
>
> Exercise coordinators have appropriate involvement with the Minneapolis Park and Recreation Board as well as its consent and cooperation. The Park and Recreation Board has agreed to limit access to the entire park during the exercise but will not completely close the park.
>
> I have notified Minneapolis Police 2nd Precinct Inspector Kathy Waite of the increased level of public safety personnel and vehicles. This exercise will include volunteers acting as victims. We anticipate a total of 165 people to participate in this exercise. Control measures are in place to protect all participants.
>
> Law Enforcement Reserves and Community Emergency Response Team-members (CERTS) will be used around the perimeter to alert citizens of the public safety exercise. Signage will also be used throughout the area to let citizens know that a public safety exercise is in progress.
>
> We will distribute information to area neighbors advising them of the exercise. We will put the information on Minneapolis OEM letterhead in a Minneapolis OEM envelope. The targeted areas for the letter drops would be in Ward 3, Precincts 3-5 and 3-7. This includes residents bordering Boom Island Park.
>
> While residents and passersby may hear a loud noise and possibly see smoke it is important to convey that at no time will residents be in danger. Full-scale exercises provide important training to law enforcement and first responders. This training exercise is not designed to address any specific deficiency in the emergency management training process or any specific threat.
